1.
Introduction
The purpose of this document is to
explain the process required to ensure that rapid and effective
communication takes place in abnormal rainfall conditions or when
exceptional water is flowing, or is expected to flow, from the North
through Bosham. This condition is referred to as RED ALERT in this
document.
It is essential that the local resources ensure that effort is
not duplicated and also that there is a means available for rapid response
should the situation develop. A list of telephone numbers and e-mail
addresses is attached in Appendix A
to assist the dissemination of early
warning notification and for co-ordinating follow-up activities. This
Flood Plan is subject to review annually in
November.
2.
Responsibilities
The Bosham Parish Council Water
Bailiff/Flood Warden is responsible for responding to local reports and
liaising with the members of the section teams as laid out below. When RED
ALERT conditions are expected the Water Bailiff is to contact the Area
Team Leaders who are to notify their section observers/helpers
as necessary. In certain circumstances
the Water Bailiff may issue a warning by e-mail to all the
Leaders/Helpers/Observers if adverse weather conditions are expected.
Each section has nominated
observers/helpers who are to monitor
specific watercourses and report to the Area Team Leader for that area. If
the Water Bailiff is not available then Area 1 Team Leader will assume the
role followed by Area 3 Team Leader.
The Water Bailiff is to:
- monitor developments and
co-ordinate the teams as necessary.
- ensure that the Environment
Agency Flood Team Operations HQ is notified of the situation.
- notify the Area Team Leaders
when the RED ALERT threat no longer exists.
- report to the Bosham Parish
Council Chairman and Clerk of actions taken or required.
It is the
responsibility of Environment Agency staff to operate the A27 penstock and
the Stumps End sluices although the Water Bailiff and the Area 3 Team
Leader are key holders and are able to operate the facilities with the
EA’s permission. The operation of the main sluice (housed in the Bosham
Sailing Club) is carried out primarily by the Bosham Quaymaster or his
assistant when on duty. The Water Bailiff has been granted access and is
also able to open and close it in an emergency.

Stumps End sluices and grille.
Area 2 West and North Section
Potential problem sites: Bosham
Stream from the A27 and including the penstock, Ratham Lane, Colner Creek,
Brooks Lane, Watergate, Delling Lane,
Green Lane and the Sailing Club.
Area 3 Central Section
Potential
problem sites: The Leat and sluice gate, Millstream Hotel, the Garden
House/Charters, pipe under the former Bosham Service Station, Central
Watercourse including
Canute Road grille and Trippett
pipe at Shore Road outfall.
